Possibly, but as a common sense issue, you would get the arrears paid up before marrying again and keep them that way. If not, your new wife would have to cope with this issue as part of your marriage, not a good way to start.

In the state of Georgia you can get married even if you are in arrears as long as payments are being made you will be allowed to get a license. If you owe back support and aren't even attempting payments you may have a hard time. Why are you behind, and what are you doing to resolve it? see link
