Yes you can! I am a felon that no longer has any restrictions such as probation. A passport is every citizens right to have, it is your prove of citizenship. You must not be on any kind of probation to get your passport. There are only a few crimes that will deny you for an application and odds are if you been convicted of these crimes then your still in prison. Those crimes would be trying to overthrow the government, terrorism stuff like that.

I am a convicted Felon.The conviction was for drug trafficking..I recently got my passport..There are some countries that will not allow a convicted felon to enter..And no i was not a drug dealer just knew some and easily got myself involved by just knowing the wrong people!!
i called the passport hot line and asked the guy on the phone he said as long as you have finished serving your time and are not on any kind of probation you can get a passport, if you owe more than $2500 in back child support you will get denied

Just to add some personal experience: I have 3 Major (drug trafficking, Money laundering, Wire Fraud, served 7 years Federal time) felonies on my record and currently have a passport with stamps for 16 countries on 3 continents. I had no issue getting a passport, and never had any issue with customs abroad or returning home.
The Felonies would come into play if trying to get extended visas in a few countries and would bar me from immigrating to several countries.
Also, for those under the delusion that US Citizens with felony records cannot enter into Canada... Wrong again. I also have the passport card and traveled from Seattle to Vancouver several times... Never an issue.
Yes, you can get a passport if you have a NY felony record but it does depend somewhat on the record. For example, a convicted drug trafficker cannot get a passport while a felony DUI would not stop you from getting one.
