If you are talking about Pokemon from FR,LG,R/S/E, then yes you can but you must have beaten tyhe elite four and champion to do so. Also you have to get the national dex. One way to do so is to transfer over Pokemon from your FR,LG,R/S/E via pal park, if you have one of those games and inside you have Pokemon in your PC in those games you can transfert those over to dimond and pearl. Another way is to look out for Pokemon pop ups. Talk to dawn/lucas's little sister to find Pokemon pop ups I.E Absol on route 221.
