Yes, although the punishment you'd receive would depend upon whether you could prove that the plant was purely for your own use or whether you were planning to deal in cannabis from it's leaves. If the former, you'd probably just get a caution and the plant would be confiscated and destroyed- if the latter, then you could get anything from a police caution and a fine through to a light prison sentence (though the latter would be unlikely, especially if it was a first offence).
Wales does not yet have it's own criminal justice system, it's legal system is the same as that of England, although this may change in the future.
Tipi valley in wales is about the only place. This has come about after generations of the plant being planted here. It is possible to grow cannabis from seeds in the UK if you get a hardy strain suitable for growing in Amsterdam.

The Venus Flytrap is native only to North and South Carolina in the US, but has been successfully transplanted in many other locations around the world. It is almost certain that there are examples of the plant in Victoria, although they are probably being cultivated in controlled environments and not growing wild. If they are growing wild that is unfortunate; we can hope that it does not become a problematic invasive species, as happens with many plants and animals that are left to grow where they are not native.
