I seriously doubt it. I don't know what state or country you have reference to, but if such a law DID exist it would have been WELL used over the years.
You will probably get arrested, in which case you can pay the very minimal fine, go to jail or fight the guards. Paying the fine for an assault is very easy.

With most violations, the fine and the imprisonment are totally seperate. Yes, you can go to jail for not paying the fine. But that probably will NOT make the fine go away (or the interest). Pay what you can. We ALL can afford something. Give up the nights out with friends. Your ONLY goal right now is to get that fine paid off. Ask your local district attorney or a lawyer, some jurisdictions will allow you to serve time in lieu of paying a fine depending on the charge, circumstances, etc.
(in the US) No. Whenever you are arrested or issued a trafic violation, it results in an entry being made on your permanent criminal history, or DMV, records. Paying the fine may take care of the offense but it does not make the record that you committed it "go away."

Usuary is the practice of charging interest on a loan. If a person pays a fine on credit, this suggests the use of a credit card, and credit card companies charge interest (generally at a very high rate) so usury is involved. Whether the person paying the interest can afford to pay, or knows if they can afford to pay, is not relevant to the issue of whether it is usury, although it would be relevant to other issues, such as, is this a good idea?
