I would say no, as long as your are not turning it back on after they have turned it off due to non-payment.

When I turned on valve to toilet after being off for a while no water is filling the tank?

Make sure your main water is turned on by turning on another sink or bath and if it is then turn your toilet valve off and on a couple times and see if any water comes out in your tank. If still no water is filling the tank then shut off the valve and take the supply tube off the valve and turn the valve on slowly to see if you have any water comming out. If still no water then your valve is plugged or your pipe to the valve is plugged which then you would need to clean out your valve or lines with the whole house water shut off. Sometimes I have seen that the plug is in between the valve an supply pipe connection and as soon i take the supply pipe off and turn on the valve it works just fine even when I put the supply pipe back to the toilet. I don't think it would be in your fill valve in your toilet tank unless you have pressure assist tanks and with them all you need to do is take out the screen inside them.

How does the anti syphon valve work?

The anti syphon valve works by only allowing water to flow in one direction. For irrigation purposes, it prevents water from the system from being siphoned back into the water supply line.

What is wrong if you put a new sink in your shop and now there is no hot water coming out but the cold works on all of the sinks and nothing comes out of the hot?

The hot water supply valve you turned off to allow you to cut into the hot water pipe is still turned off. This valve was probably an old gat typr valve that failed in the closed position and although the handle moved the mechanism insid did not. This is a common failure with that type of valve.

How does a dry steam cleaner work?

A dry steam cleaner works by turning water into dry steam vapor. The cleaner heats water under high pressure which turns the water into a vapor that has very little moisture.

Will the hydra-static valve in main drain open if you empty the pool?

If it still works, it will open before the pool is completely empty. But are you sure the valve is hydrostatic? If it is not, then you will need to shop-vac the water remaining over the bottom drain, remove the drain cover, shop-vac the water under the cover, and then remove the lug nut and slide out the (manual) relief valve.

How do the one way valve work?

A one way valve is a simple mechanism which can be fitted in any pipe. The way it works is that there is a flap in the pipe which can be made out of rubber or something waterproof that will block the water or air from returning back. The flap is fitted inside the pipe and when the water comes in with pressure the flap opens allowing it to go but when the air or water is returning the flap closes and cannot move on the other side because it is blocked usually by a metal disk.
