No, you cannot. The "emulators" that you find all around the web are called "homebrew applications", small programs designed for third-party functions that the official Sony PSP firmwares don't support. To run homebrews, you must have custom firmware, but that means "degrading" back to FW 1.5 and replacing with the custom.
