Depending on the year of the vehucle it may have a governor on it. When the governor kick in it will cause the check engine light to flash. It does not set any codes because there is nothing wrong with the vehicle.
If it was like my 95. You first shut the engine off. Then put the key in the ignition. Turn the key 5 times to the on position, but don't start the engine, after the 5th time. the trouble code light will flash a code..like 5-2 or 4-1. Count the lights then check it in the owners manual. Mine had it in there. If not find a repair manual for your car that does and locate the page with the codes on it. That will tell you what is wrong.
