It shouldn't matter since the DLC's are merely ESP and BSA files that can be simply dropped into the Fallout 3\Data folder and selected via the game launcher Data Files option. Why don't you simply get a cracked version of the DLC's?
Operation Anchorage can be downloaded from Live/PSN for the 360/PS3 versions (not sure where to download for PC version...), or you can buy the Game of the Year edition that has just been released - it contains the four expansions: Operation Anchorage, Point Lookout, Broken Steel and Mothership Zeta.

I had the cracked version once. I fixed it by deleting it, and them and then purchasing minecraft again until you pay. Then the real version will download, but the cracked wont

You'll need a cracked version that's cracked to work with AQ. I had the same problem with it and the same prob with Combat Arms, luckily I found an Artmoney cracked version thingie so yah. ^_^
