Yes if you have started ovulating you can. You don't even have to have had your first bleeding yet. It's riskier for mother and child when you are that young though and sex at that age is illegal.

Yes as long as the girl has started producing eggs/had her period and the boy is fertile you can get pregnant. (As long as you have had your period you can get pregnant doesn't matter what age as long as you have had you period)
