The Security Head and only be unlocked by getting a gamerscore of at least 1000 in Halo 3 with at least 49 achievements from Halo 3 unlocked. Before Title Update 2 this meant you had to unlock all the achievements to unlock the Security Head. Since the new achievements from Title Update 2, the head may be unlocked from any 49 non-vidmaster achievements.
