Yes, but you need to download the iPod touch 4th generation software from iTunes first.

If you don't know how to do this, plug in your iPod to iTunes and click on it under the devices tab on the left side of the screen. Near the middle of this page, it should ask you if you would like to download the newest available software. Download this software and then you should be able to have wallpapers.
