No, only 14 or 15 year old minors can apply for a hardship license. Each state has different rules about this subject but they all will deny a minor of 12 or 13 years old.

16, generally.Anyone with a drivers license can drive alone, even a minors provisional drivers license. I say 16 because the earliest a californian can aquire a license is at age 16. I say "generally" because technically a younger, licensed, out of state driver could enter California.
The first irresponsibility is that the age 12 child has NO drivers license. Next is inexperience, lacking maturity to accept the possibility that he or she is driving a two ton instrument of death.
