If when you have your permit you can drive with anyone over 21, it would make sense that you could still drive anyone over 21, but I am not sure what the law is.
To get your learners permit you have to be 14 and 8 months and have to drive with a parent or guardian over 21 with a license. You can get your license to drive by yourself at 16.

Depends what state you live in. For example, in Minnesota, you are required to take a driver's education class, drive with a permit for 6 months at age 15, then get a license at age 16. In Arizona, you are required to drive with a permit for 6 months at age 16, then get your license at age 17.
