If you have a complaint with a used vehical first talk to the dealer. I still unsatified go to citizens advice and speak to the rectum. The dealer is only responsible if he suplied the car.
A dealer can not repo the vehicle. The dealer can howecer sue you to get the down payment money if he can prove you owe it.

Sure the dealer can ask for more money and you can refuse. Tell them a deal is a deal, and you expect them to honor the contract they signed. You payed them and hopefully you are in possession of the car. If so, I see nothing they can do, until you come back for service. Then they may try to recoup their loss. So be aware of that. If they made an honest mistake and it is very little money I would make it right if it were me. But legally I think you do not have to. Your decision.

The surrender will depend on who holds the loan on the vehicle. If the dealer has in house financing then an agreement could be made to give the car back. If the loan is through another company, then a deal must be made to give the car to them. They could let you drop it off at a branch, or require someone to pick it up from you.
