Who's means who is or who has:

'Who's going to take the dog for a walk this morning?'

'I don't know who's taken the dog for a walk this morning.'

It should not be confused with the interrogative and relative possessive pronoun whose:

'Whose dog has he taken for a walk?'

'The person whose dog he has taken for a walk is my uncle.'
