Yes. You can. But I would advise to let it sit in an open pot and air for at least 24 hours to let the chlorine content it contains be allowed to evaporate. The same goes for fish tanks. High levels of chlorine can be harmful and even deadly to reptiles and fish who are not accustomed to chlorine in their environment. Use rain water if you can.

American toad was created in 1836.
The American Toad Has Many Enemies,How Do I Know This You Ask . . . ? I Own One. The Greatest Enemy Of The American Toad Is MAN! Cats, Dogs, Storks, and many others threaten the life of the American toad.
American toads are easy to care for and can be easily found anywhere in the US. Never hold your toad while standing, as they may jump and injure themselves. American toads are always hungry and can consume as many as 15 crickets in one night. They also eat minnows, earthworms, pinky mice, and fruit flies. Only feed pinky mice to adults. Feed as much as the toad will eat in 15-minutes, and remove the excess food when the time is up. A single toad needs a 10-gallon tank, and an additional 5-gallons for every other toad. Logs, driftwood, and a water bowl large enough for the toad to soak in should be installed in the tank. Line the bottom of the tank with peat moss.

The American Toad belongs to the family Bufonidae, the family of True Toads.
well the baby American spadefoot toad is called a tadpole
Americans Toads are very abundant in numbers BUT if we continue to eliminate members of this group by hitting them with cars, stepping on them, or anything else that kills them, they will in deed go extinct. So, please treat all toads and amphibians with the most respect ever given to any animal ever. I have a toad at home so I would know what to do.
