IMO, Muslims should certainly reach out to and give charity to non-Muslims.
Is this not one of the Muslim prescripts as set forth in the Holy Q'uran?
While it is Allah, who is the Benificent and Merciful ---- is it not the responsiblity of those who follow the teachings of Mohammed to give to those, who have not?
There may not contain any Surahs in the Q'uran which dictate this --- but it most certainly would please Allah for those of you who have, to give to those who don't ---- regardless of "their" beliefs.

Yes most certainly. One of the pillars of Islam is Zakat I.e. charity and every Muslim has to give charity.
Giving to charity (according to one's means) is a duty in Judaism, Christianity and Islam.

"Islam" is a broad category, as is "non-believer". The Wahhabi and Salafi sects of Islam are often quite violent and rigid in the fundamentalist nature of their religion, and Christians and Jews are required to pay a tax or be killed. "Pagans" must convert or die. Less-strict factions of Islam do not try to implement these articles of their faith.
None, they only give banana's to charity ;)
