Well there's a difference between vegetarians and vegans. Most vegetarians do consume milk products like cheese for example while vegans don't come near any animals products at all. If you choose to consume milk products then it's ok to eat chocolate in condition that they're not made with eggs. Always read ingredients on whatever you buy and check if there's eggs included.
