Well giving it to them prior to founder won't do much to stop it setting in. What is best is to keep a close eye on the mini and start preventive measures. Keep the feet trimmed regularly, keep the horse off of fresh grass if it becomes a problem and provide low sugar content hay all the time, no grain's, but a commercial feed just for minis and ponies might be OK, lower the stress level. If the mini is foundering then a two time a day Epsom salt soaking can help relieve pain.
Epsom salts as a remedy to founder is an old wives' tale and does not prevent or remedy the condition. It is also not good to give Epsom salts internally to a horse for any more than 10 days or it will damage the kidney's.
Horses have a tolerance for gluten, but it is very starchy and can cause Laminitis/Founder and other health problems to arise.

Designating a miniature horse as a miniature horse is determined by the height of the animal. The height of miniature horses are usually less than 34-38 inches measured at the last hairs at the base of the horses mane. This differs from a standard horse which is measured to the highest point of the withers.
