Yes you can. In NZ, you can get your leaners when you turn 15 and after at least 6 months on your learners license, you can sit a restricted license test.

Just go to your Local DMV, the same place you got the learners permit. They will replace it or give you another.
Well first of all you need to be 16years or older, then you can take your written learners license. After a month you can go back and complete your drivers license.

No. Your NY learner's is not valid to upgrade to a Texas license. You would have to get a Texas learner's permit.
The new law is that you need your permit for 9 months before you can go and get your license.
No. You have to go through the learner's permit process all over again.
yes most people do and you also get a learners permit that allows you to drive with someone who has a licence and then you go take the driving test but to get a learners permit you just need to take a test like you take in school
In Colorado, a DUI results in a period of a complete loss of license followed by a period of restricted license requiring ignition interlock installed on the vehicle. Colorado doesn't allow ignition interlock on motorcycles, so you loose your motorcycle license until you complete your restriction. Then, when permitted to go back to an unrestricted license, you may have to re-apply or re-test for a motorcycle endorsement. I did find that the state of Washington does allow for ignition interlock installed on motorcycles.
Alberta Transportation states that you can be as young as 14 to get your learners, but you have to be at least 16 in order to get your GDL or Graduated Driver's License. It's also up to your parent's discretion when you can or should or even if you are ready to get your license and/or learners.
It depends if you have mirrors, license plates which you do, learners permit which you do, and speedometer i think that's all you have to have but i would go to like the buro of motor vehicles.
