You sure can and the cost is included in the Paris Museum Pass or it's about $9 American. The Arch is open until 5:30 p.m. most days and until 10:00 p.m. on Fridays. One final note: You will be climbing stairs, so you may want to do this in the morning.

The Arc De Triomphe. its a huge arch in the middle of a traffic circle and there's a museum inside it and you can stand on top of it. unfortunately i didn't get to go inside it but i still saw it in person :)

You cannot get married in the Arc de Triomphe, no more than you could in Buckingham Palace or in the White House. You have to go to a town hall for getting married. But you are free to have your picture taken in front of it if you want to, assuming you don't disturb traffic or the Arc operations.

Yes, there is a pedestrian passageway (hopefully) from the upper end of the Champs-Elysees avenue, and from the "avenue de la Grande Armée" located on the opposite side, leading underground to the Arc.

Cars cannot go through the Arc. It sits on the middle of a large roundabout, and you have to go round when driving. There is a circle of one hundred stones protecting the centre, which is a pedestrian zone and host the Tomb of the Unknown Soldier. You can get there by foot using the pedestrian tunnel from the upper end of the Champs-Elysees or from the Avenue de la Grande Armée.

There are different ways to go from Champ de Mars (the Eiffel tower) to the Arc de triomphe: using the underground, the bus or walking. - Using the underground: go to Bir-Hakeim bridge, 150 metres down the river, and step in Metro line 6 towards Charles-de-Gaulle - étoile. Step out there. - By bus: at the tower, take the bus line 82, change at Boissière for line 22 or line 30. Or go by foot to Place du Trocadéro on the other side of the river (3 minutes walk from the Eiffel tower), and board directly in a 22 or 30 bus. - Walking all the way (1.2 mile / 1.9 kilometre): Cross the Seine river from the Eiffel tower, follow Avenue d'Iéna (second right) all the way to the Arc. This will take about 20 minutes.
