You should use local policy. Control Panel->Administrative Tools->Local Security Policy. Over there you can find everything what you might need. If you want to restrict access to certain folders you have to use Security settings. Right click on the folder Sharing and Security... Remove guest account from the list for the folder which you want to restrict access to. In order to use Security settings you have to turn off simple sharing setting.
