Shiny Pokemon are ultimately random. If you are VERY VERY VERY lucky, then you may find one in the wild. There's also the red Gyarados, and if you breed alot, one of tge eggs may hatch a shiny.
Shiny Pokemon are Pokemon you get out of luck or by cheating. The chances of getting a shiny Pokemon without action replay is 1 in 8192 chance and no if you hatch 8192 eggs the chances are still and always 1 in 8192. So if you really want a shiny Pokemon just keep trying and eventually you may get one but no matter how many eggs you hatch you still have a low probablility of getting a shiny Pokemon. But you can use poke radar that you get from either prof.rowan or prof.oak and look for shiny patches of grass be careful i am going to go eat a cake
To get a shiny Dratini in Pokemon Crystal you need to find one in the wild or hatch one. This is extremely rare though with a 1 in 8192 chance of the wild or hatched Dratini being a shiny. There is no way in Pokemon Crystal to improve these odds.

if you want Shiny Pokemon the odds of running/biking/walking into a wild Shiny Pokemon is an 1/8192 chance of encountering one. If you want Shiny Pokemon baddly so much here are some ways to get them 1. Walk in the same patch of grass for about 50+ days or more 2. use an Action Replay and hack the shiny Pokemon 3. have a non-shiny Pokemon in your party breed it with a ditto and when the egg is ready to hatch, reboot your game so you'll eventually get one within 8192 tries to get a shiny Pokemon 4. find some shiny Pokemon in the gts that are up for a trade.

Yes, well, kind of. One thing you should know is that the 'shiny gene' isn't hereditary, meaning that a shiny parent wouldn't produce shiny babies. The chances of getting a shiny Pokemon from an egg would be the same as finding a shiny Pokemon in the wild, slim to none.
Noted I don't competitively hatch pokemon nor do I shiny hunt with the egg method but, Phione has to be the pokemon that takes the most steps to hatch without a shadow of a doubt.
Breed a ton of Eevees' and pray to *insert name of deity here* that one of them will be shiny. It will take about several hundred or even thousands of Eevees' to hatch before you might be able to find a shiny one. Or, you can just hack on your game with an Action Replay and use a heat code to make Pokemon Shiny. But that's cheating. And no one likes cheaters. Good luck!
