In general, a cyst is a method the body uses to "wall off" something that it can't necessarily handle through "normal" physiological processes. There are a number of reasons that a cyst might form, and they can appear just about anywhere, including the ankle. Some cysts are benign, and some are not. And it takes someone with special training to be able to tell the difference -- like an M.D. If you have doubts, make an appointment to see a health care practitioner. You will be asked how long you've had it, whether or not there is any pain associated with it (and there often isn't), and if it has grown in size since you noticed it.
