If you mean outside of the cage.. Well that'd be an easy no, Since hamsters commonly tend to "nibble" on cords & things that they shouldn't & also it's more than likely that the hamster would escape the room.
It is probably not a good idea, unless you enjoy chasing small animals that move quickly and hide in odd places.

(go to petstore for a hamster ball) put you hamster in the ball and let them run around on flat floor for about 15 min. everyday as well as cutting down on their food just a little bit. hope this helps (:
Go to your nearest library and read every book you can find on hamsters! Ask local veterinarians for their opinions. A "flat" back is hard to picture in my mind. It could be a deformity or the hamster is very scared and trying to make itself appear small. That's my best guess.

TRY IT THIS EASY WAY!Lather your hamster down with baby powder. Make sure your hamster doesn't move that much. Do this when your hamster is sleepy, they are less squirmy! The ticks will get irritated by it can will slowly come out of your hamster's fur. Pick out all the ticks and put them on a piece of tissue. You can't pop the ticks with your fingers, as they are too flat. When they are on the tissue, get something hard and heavy (like a metal spoon or even a stone) and CRUSH the blood out of the ticks! GET YOUR REVENGE ON THOSE EVIL TICKS!!!Do this for about 2 days and all the ticks will be out of your hamster's fur!

Heat Stroke (or Sleeper's Disease as it is sometimes known) occurs when the temperature is too high. The hamster lies flat on the cage floor, is limp and may tremble when touched. Often the hamster will show some movement if you blow on it but if this does not revive it, the hamster should be placed in cooler area and allowed to gradually cool down. If the hamster shows no improvement within a few moments it may be necessary to gently spray the hamster with a fine mist of cool water. If the hamster still shows no improvement within a few moments urgent veterinary advice should be sought. A hamster should never be placed near a window or left in a car on a warm day as these are the most common cause heat stroke. A hamster suffering from heat stroke may also become dehydrated
