Can you change your public defender if you don't think he is doing a good job in Tx?

In Texas - or any other state - you can't change your public defender if you don't think he is doing a good job. Only the judge can change your public defender, so you would have to convince the judge that the public defender is not doing a good job. See the first related link below for an example of this from the Dallas County Public Defender's Office (scroll down to the question "Can I fire my Assistant Public Defender?"). I found this at the second related link, which has links to Public Defender offices in several counties; you can call those offices and ask about their local procedures.

If you are unemployed can a judge deny you a public defender?

When you go to court and the judge asks you if you are indegent, that is what determins weather or not you get a public defender. The judge may ask if have a job, and you answer yes, then the judge will ask what your cost of living is. This is when you include rent, elec. things that are nessary to live. If you own a house or a car then you will be asked what the value of that item is. You may have to submit proof all of this. Basicly it boils down to the cost of living n our area, how much you make, and how much it cost you to live. If you do own property or a car a public defender can still represent you but you may be asked to pay a low cost fee. ACTUALLY YOU WILL BE AUTOMATICALY APPOINTED A PUBLIC DEFENDER IF YOU DO NOT HAVE THE MONEY TO PAY FOR ONE, PERSONALY I KNOW THAT THEY DO NOT ASK FOR LITERALLY POUNDS OF PROOF.

What is the cost of court app lawyer?

This answer will apply to CRIMINAL court matters (in the US) only:There are several types of 'court appointed lawyers.'Public Defenders, are employees of the government whose job is to represent indigent defendants. If your income falls below a certain level the court will appoint one to you at no cost.Another type would be those attorneys who volunteer their services to the court for free (Pro Bono) either for the satisfaction of doing public service work, or to retain (or increase) their skills in a courtroom setting.Still another, are those attorneys that hold out their service to the court to assist those who, though they may not quite qualify for a public defender, are still financially unable to afford competent legal help. These attorneys will often work on a 'sliding' scale adjusted to the income of their clients.(in the US) There are no court appointed Public Defenders afforded to defendants, or plaintiffs, in civil court actions.

Should an elected and appointed officials do to better server their constituents?

An appointed official does of course not have constituents. As to who would do a better job in serving the public: an elected official would feel bound to work towards the wishes and preferences of the people who voted for him/her. But that would not automatically mean that he would serve the general public better: given for instance a voter turnout of 40% and a majority of 51%, he might only look after the interests of no more than 21% of the general public. An appointed official would feel bound to serve the best interests of all the people.
