I think you can, but only if you achieve something contributing to the story. for example: You fail at catching Alzef. You then go and defeat a gym leader. You can try and catch him again. another way is save right before you enter Alzef's cave. you then go in and if you fail, (which is very likely, i haven't caught it yet and i have the national pokedex) you can turn the DS off and try again. you'll be right where you saved: outside the cave with Alzef still inside. It's like you gave your DS amnesia. :)
