Yes, i just had mine removed. Go to your doctor and they will get you an appointment with somebody in that field. They will freeze your penis (the worst part because it stings) and they will cut it. After a couple weeks it will be as good as new.

If you use common sense and do it slowly and with care you can stretch it quite far, as for the time it takes well that varies from person to person as not everyone grows at the same rate. I'm not sure of the exact length but mine is about four inches long now with a nice piercing in it.
