There is probably a way to get another OS on the Xbox 360 but the xbox 360 does not meet windows 8.1 system requirement's. A minimum of 1Gb of RAM is required to run windows 8.1 (32bit, 2Gb for 64bit) and the xbox360 only has 512Mb.
You also need 16Gb(32bit) or 20Gb(64bit) hard drive space so that the arcade version out.

No, unfortunately it is not. The is "S" is the new version of Xbox 360 that Microsoft released a couple years ago. The "S" stands for Slim. I had an arcade, it was originally the first version of the Xbox 360. The slim is quite and faster, the arcade is loud, slow, and freezes up a lot.
