You're probably infected with malware. Download the free software Malwarebytes and install it. Reboot your computer in safe mode (press F8 when Windows is about to boot) and run the malwarebytes scan... removing any infections it finds.
I have a feeling what you meant to say is that the computer is stuck in Safe Mode? If this is so then repost you question and be sure to add any info you can as to what new hardware of software was recently installed.

safe mode does not load all the drivers - if your sound card driver was faulty and you tried to use safe mode then if it loaded this driver then any problems would remain. The only way I know of to get sound in safe mode is to manually load the sound card driver with the command prompt
