If you have a fuel pump then find the fuel relay and pull it, with a jump wire jump pin 30 to 87 and fuel should flow. If you have no fuel pump, then force air into return line and fuel should flow.
i think what they were trying to say is if you jump the relay so that it has constant power with the engine not running. This way you can undo the fuel filter hoose and pump the fuel into a container. Just try siphoning as much gas out as possible. Good luck. Then you can drop the tank.
It is not possible to Jump Start your Harley using the battery tender wiring harness. The battery tender wiring harness has a 3amp inline fuse that will blow if you attempt to do this.
Check your fuses, most likely be a fuse. Otherwise check the continuity of the wiring. No. The fuel pump is what pushes the fuel into the cylinders. If you have no fuel coming into the engine, it won't run no matter what you do.
