Deer can be killed with a .22 down to a .22 short, the issue is what distance do you want to be effective. I have owned a deer farm for the last 20 years and have killed hundreds of deer with a .22 caliber. If you want the deer to die quickly the animal must be shot in the brain cavity. A .22 LR will immobilize a deer instantly out to about 90yards in this fashion. Shooting a deer any other place with a .22 could be considered inhumane since the animal will suffer extensively. A gut shot deer will take 5 to 10 days to die and suffer unbearably.
Also in many places using a .22 is illegal. But if you can hit a deer in the heart and get in a neck shot it will die pretty darn close to where it was hit
22 rimfire's have been shooting foxes in the hen house for years. I would not to take a shotgun for that job. Keep the range reasonable (100 ft or less) so a good clean shot / kill is going to happen.

It depends on what you mean. If you mean legally, many U.S. states require a caliber larger than .22 or 223, however, that IS legal in some states. If you mean what caliber will kill a deer, almost any rifle caliber will, but .22 or .223 is questionable, which is why many states prohibit that for deer hunting.
It may be possible- but a .22 caliber pellet rifle will not RELIABLY kill a deer, and it is probably not legal in your area. A .22 pellet simply does not have the energy to damage nerves and organs to produce a quick and humane kill. .22 rimfire rifles have been used to kill deer, frequently by poachers. However, there have been many more deer wounded by .22s that would die much later from an infection. While it may be possible, it is not a good idea, and definitely not sportsmanlike hunting.
Normally a 600-700 fps air rifle will kill a rabbit at around 30-40 yards away. So this will include a .22 caliber air rifle or if your looking for something with less power that will just kill birds, try looking for a .177 or .20 caliber air rifle but if you are looking to hunt game like rabbits go for .22
