I am pretty sure the answer is yes: Each time you kill a monster of a certain kind, you have a certain probability of getting the clue scroll. So, of course you are not GUARANTEED to get the second clue scroll as soon as you kill the second monster, but it is certainly a possibility.

It's a part of the skull sceptre (Literally spelled that way). If you collect all the pieces received from various monster drops in the Security Stronghold, the sceptre can teleport you to Barbarian Village up to 5 times.
There arent any cheat codes for runescape! Jagex has said it multiple times. THERE ARE NO CHEAT CODES FOR RUNESCAPE, NOR WILL THERE EVER.
Runescape updates at random times, if they finish completing an update then they just notify everyone.

Ahuh! I was wondering when another question about 'Clue Scrolls' would pop up lol. First things first... There are MANY DIFFERENT clue scrolls. There are 3 different levels: 1, 2, and 3. The best way (and the way that I've always done it) is to go to 'Google' and type in 'Runescape Clue Scrolls'. I use the first link but any of the first few links are GREAT! They have almost every single clue scroll, but there may be some that one doesn't have, so you'll have to go to another link to get it. . ENJOY! ;)
If you click on your Moshi Monster several times, your monster will giggle, laugh, talk, and do other actions most of the time. Sometimes it will not react. You will also add to your Happiness points at random times.

Lol, no it isn't possible to make party hats on runescape, sadly. They are strictly a discontinued item that was made during the classic times of runescape. They were in "Christmas Crackers" that you popped, and it gave you a party hat.
