It's theoretically possible, but it would be a really poor design.... among other reasons, if the phone was off or out of the service area, your callers would not be able to hear your outgoing message.
The far more sensible alternative is for the outgoing message to be on the voice mail system at the cell phone service provider. It's up to the service provider to decide if they want to let you customize this (many do), or if they prefer a standard "Please leave a message" recording, or something in between.
You cannot view a text message online (with no cell phone carrier). You can only view the time, date and whether the text message was incoming or outgoing. SORRY
Call your phone and let it ring or go to your voicemail. when it asks you to leave a message press star(*), then put in your password and press pound. *This can be done from anyone's phone or cell phone*

He must have a cell phone. No one works 24/7 and he has to come home to at least sleep. You can leave a message on his cell as to what you are calling about, or leave a message on his phone at home and stress that you will need an answer one way or the other ASAP.
