Yes, in setting (or options) untick the 'story progression'. This will stop sims from moving but it will also stop unactive families from aging. If there is one particular family you want to keep from moving, just play on that family all the time. - Hope this helped!

As far as I know, there is no edit town mode in any console versions of The Sims 3. This is only in the PC version.
