I've eaten them for lunch at work or school, after they were stored at room temperature for the better part of a day. I've never been sick from them. They were also at room temperature in the school salad bar. I guess they could sit out for several hours without going bad. I don't know how much longer than that, though.
Regardless of whether someone has not gotten sick from eating hard cooked eggs that have sat out for many hours, cooked and raw eggs are potentially hazardous foods and should not be unrefrigerated for more than 2 hours - or less if the ambient temperature is around 90°F.
That's going to depend on how long the eggs have been sitting out. No sense hard-cooking spoiled eggs. Eggs do seem to hard-cook better if they have been allowed to warm up a bit first, but that should take less than an hour.

Eggs can only be kept at room temp for at most 4-6 hours (i.e. Picnic, hors d'oeurves, etc) and the left-overs must be thrown away.

This is a fairly minor point of usage, but if you say hard boiled eggs you could be interpretted as saying that the eggs are both hard and boiled, when what you really mean is that the eggs were hard-boiled, which is to say, boiled for a longer time than they would be if you wanted soft-boiled eggs. So you can use the hyphen.
