Once a match has been used, it will no longer ignite as the reactive chemicals have already been consumed in the initial combustion. It is best to dispose of a used match and use a new one for lighting purposes.
Lighting a match twice will not result in a second flame as the match has already been consumed during the first ignition. Once the match head has burned completely, it will not produce another flame upon subsequent attempts.

If you mean strike them and then relight than no. Once a match has been lit and the carbon burned out, it has already gone through a sequence of chemical reactions making it unable to strike again. But if you were to use an existing flame and light a match that has been used; then it would work. Hope I helped =P
