First thing first, you cannot use the usb connection to use internet on itouch. You need a computer that can do wifi OR have usb wifi dongle. You just need to have an internet sharing (in mac, you can just do it from system preferences>sharing>internet sharing). ! z

There is no way you can take application out of your iPod unless you download app again in iTunes using the same account (if it's not same account you will have to pay again so use the same account to get it for free)
Go to a WiFi hotspot. Open your Settings (on iTouch). Open "Wi-Fi" (it should be the first one on the list). Choose Network: pick an available network. If it has a lock symbol next to it, then you have to know and type in the password. Once on is available, you select it by touching it. YOU HAVE WIFI!!! To get out of that network, select a different one or move out of range of the Wi-Fi.
It probably means you aren't connected with the wifi or the school has a lock on their wifi
