Kind of yes. I'd say it depends on whether you have a really old phone or a more modern one. And even if you have a more modern one the answer is not really a clear yes or no. A phone is a phone and a computer is a computer. The modern phone does how ever have at least one computer inside it. More often referred to as a computer chip, or just chip. In this aspect I find the answer to your question to be yes. But still I'd prefer to call my phone a phone, even though I can program it and store stuff in it. Most things today have chips inside them and calling for example a fluorescent light for a computer does not really make sense even though we can turn them on or off.. (yes, they have chips that control the "lightning" phase) However the phone does compare much better to a computer than a fluorescent light.

No. If a mobile phone is turned off, there will be no difference in what you hear when trying to call it if either * the battery is dead, or * the phone is turned off on purpose, or * the phone is currently on another call However, when calling a phone that is immediately available, if the holder of that phone rejects the call, then you would know as it will cut to either answer phone or just stop ringing after a couple of rings... hope that helps! :-)
