You absolutely can, you just have to request it in the right place. An excellent source for finding fanfiction communities is livejournal.com. Or, you can use a search engine and find a web forum associated with the fandom (in this case, the movie) you're interested in. When you do find a community that focuses on your movie, make sure they are fanfiction friendly and then simply ask. If there's a specific plot you'd like to see, a pairing you want to read about, or an idea you have, make it known. Some people may know of stories that already apply to what you want and they can provide recommendations. Or you may spark an idea in someone's head for them to write it for you. Or try your hand at writing it! You could end up with your own fans then.

Not really. As in only in fanfiction. Officially Vitani and Kopa have never even existed in the same universe. Vitani is not in the books wherein Kopa is and Kopa is not in the movie wherein Vitani is.
