You're not aloud to ride an ATV in New Jersey. There are no ATV parks to ride in, you may only ride on private property with the consent of the owner.
No this is not possible this is because an ATV or quad does not meet the height requirements of Florida state highway. This is because a vehicle that short would be hard to see from a fellow vehicle and thus making the situation very dangerous.
