Short Answer: No, schools have requirements for a reason.
Long Answer: Yes, if:
- You have a lot of money and can persuade admissions to take you in (schools ARE businesses after all)
- You have some extraordinary talent or skill that school MUST have to make them look good or do better. E.g.: an awesome quarterback going for the team or an American Idol finalist applying for the music program
- If you know someone in admissions!
- If someone in your family has gone to the university before (such as parents or siblings). Colleges LOVE repeat customers.

∙ 12y agoyes! Admissions does not only look at ACT scores. You may have strengths elsewhere that they take into consideration. I have seen this several times.
