  1. You have a lot of money and can persuade admissions to take you in (schools ARE businesses after all)
  2. You have some extraordinary talent or skill that school MUST have to make them look good or do better. E.g.: an awesome quarterback going for the team or an American Idol finalist applying for the music program
  3. If you know someone in admissions!
  4. If someone in your family has gone to the university before (such as parents or siblings). Colleges LOVE repeat customers.

yes! Admissions does not only look at ACT scores. You may have strengths elsewhere that they take into consideration. I have seen this several times.
