Assuming the question was meant to be "Can you safelyleave things plugged into the cigarette lighter of a car if they're turned off?" - the answer is yes.
Close the windows and cut the heater fan off so the wind doesn't blow it out. Or: for car lighter. push it in. -NO?- replace fuse. NO?- clean coils on lighter tip with knife. NO? - replace lighter. No? replace lighter socket. NO? Sell the car.

The front 12 volt power socket for the lighter stays "hot" when the key is off.

yes they do work while the car is off becaise i drive a car and i got a phone charger and it still worked wit the car off.
The radio shares the same power as the cigar lighter. When car is off neither work. Putting power into the plug fires up the radio. This means that using a solar panel to keep the battery up will not work on this car w/o putting the lighter power feed onto a battery supply fuse at the fuse panel.
The cigarette lighter / pwer socket is a constant hot socket. In most cars you can use this power socket at all times. It is best to remove anything(except the cigarette lighter) from this socket when the car is off.
