Technically you can't "make" your opponent do anything in Poker. It is his or her choice whether to call a bet or not. You can make it cost him all his chips to call your bet if he chooses to call it.

e.g. I have $100 in chips. You raise a bet to $200. I now have a choice--to call or not to call. I I choose to call then, yes, I am all in. But I have the right to fold my hand.
