Your maternal grandmother's sister-in-law has two kinds of nieces.

She has nieces who are the daughters of her brothers and sisters. This nieces are not related to you and you could legally marry one.

She also has nieces who are the daughters of her husband's brothers and sisters. Your mother is one of those nieces. Her sisters and some of her first cousins are the others. It is not legal to marry your mother or her sisters, but her first cousins are your first cousins once removed, and marriage to one of them would be legal in some places and illegal in others.
