It depends on the manufacturer of the color, if it's professional color the directions are inside the box the color came in, but usually it's equal parts color to developer, but again it depends on the color.

∙ 12y agoPut hair dye, over hair dye? not if you are looking to come out with rainbow hair. I would wash it, and if you done like theresul that has come out redye it. Also, I think if you were to just put hair dye over the color wouldn't even come out.
