It sounds as though you should check into the penalty for providing false information on an application for a marriage license. It sounds as though you are contemplating fraud. You should obtain legal advice before you proceed.
The Law states that if your license is suspended or revoked you can not opperate it however, ifyou have never been issued a license and your over 16 you can. If your license is no longer suspended and you havent had it reinstated i believe you can opperate a 49 c.c.

I have never seen a case of this. I have seen driver's license renewals suspended and nurses license taken away. But this was a state statute and not federal.
