You rip the floor out an put in a new one if you dont like the linoleum other wise it looks trashy
Yes. Just prep it like you would any piece of wood you wanted to paint. Sand it down to a nice clean surface, prime then paint.

ALSO prior to the 70's Linoleum most likely had ASBESTOS in it so roughing the surface could be not only illegal, but unhealthy... If you are sure it is Lino, not Vinyl flooring proceed with great caution... Not every smooth hard patterned floor is Lino...

Linoleum, or lino for short, is a durable floor covering. It can be used in printing though, since the surface can be carved like wood. An image is carved into it and then a layer of paint is applied to the surface. When put face down onto paper, the image will be transferred to make a lino print. The lino can be used again and again to make the same image.
