Not really. I have seen it done, but the work is so fragile it peels chips and damages at the slightest touch. It is for this reason I use a glass pallet when I paint - really easy clean-up.
There are several water clean-up type paints out there specifically intended for use on glass, porcelain, tile etc. better to use one of those.
